Vangelis is the Deputy Secretary, Trade and Economic at the Ministry of Foreign Affairs and Trade, and New Zealand’s Chief Negotiator for the New Zealand–India Free Trade Agreement.
He led negotiations for the EU–NZ FTA, CPTPP, AANZFTA, and the Malaysia–NZ FTA, and contributed to the NZ–China FTA and the P4 Agreement.
Vangelis chaired the APEC Senior Officials’ Meeting in 2021, delivering the APEC Aotearoa Plan of Action, and the CPTPP SOM in 2023, overseeing UK accession and the adoption of the Auckland Principles.
